In order to resolve this situation, it is necessary to expand the acceptance system for foreigners in the existing “specialized / technical fields” and to accept a wide range of foreign personnel with certain expertise and skills. A “specific skill system” was created.

In particular, “special skills” are a new status of residence for accepting human resources who are ready for immediate use in areas where the acceptance of human resources is urgently needed.

2:FIELDS TARGETED FOR ACCEPTANCE OF “SPECIFIC SKILLS”

The area where new status of residence “special skills” is accepted is tight enough that foreign personnel are recognized as necessary for the survival of the field even if efforts are made to improve productivity and secure domestic human resources. It is considered as an industry.

ABOUT SPECIFIC SKILLS NO. 1 AND NO. 2

The new status of residence “specific skills” is divided into two categories: “specific skills 1” engaged in work requiring certain skills, and “specific skills 2” engaged in work requiring skilled skills belonging to the same field. Will be.
1:WITH SPECIFIC SKILL NO. 1

This is a work visa for “foreigners engaged in work requiring skills that require considerable knowledge or experience belonging to specific industries (14 industries)”.

 Period of stay: 1 year, renewed every 6 months or 4 months (up to 5 years in total)

Skill level: Confirmed by examination, etc. (For foreigners who have completed technical training No. 2, they are exempt from examination, etc.)

 Japanese proficiency level: Confirmation of Japanese proficiency required for daily life and work through examinations etc.

 Family members: basically not allowed

Support: Target of support by the host organization (employer) or registered support organization

2:WITH SPECIFIC SKILL 2

This is a work visa for “foreigners engaged in work requiring skilled work belonging to specific industries (14 industries)”.

 Period of stay: Update every 3 years, 1 year or 6 months

Skill level: Confirmed by testing Japanese

 stress level: No need to check in tests 

 Family members: basically not allowed 

 Support: Target of support by the host organization (employer) or registered support organization

REQUIREMENTS FOR OBTAINING A SPECIFIC SKILL VISA

1:MUST HAVE PASSED THE "PROFICIENCY TEST" AND "JAPANESE TEST"

In order to obtain the status of residence for Specified Skill No. 1, it is necessary to pass the "Proficiency Exams Performed by Industry" and the newly established "Japanese Basic Test" or "Current Japanese Proficiency Test" .

2:COMPLETION OF “TECHNICAL TRAINING NO.2”

Foreigners who successfully complete “Technical Intern Training No. 2” are exempted from the above “Skill Test” and “Japanese Test”.

ORGANIZATIONS BELONGING TO SPECIFIC SKILLS

1:WHAT IS A “SPECIAL SKILLS ORGANIZATION (RECEIVING ORGANIZATION)”?
It is a company where foreign personnel actually make a contract. As a general rule, direct employment is assumed, but depending on the type of industry and field, it is also possible to form a dispatch contract■Criteria for accepting foreign personnel by the host organization

① Employment contracts with foreigners are appropriate (eg, paying a remuneration equivalent to or higher than Japanese)  

② Complying with relevant laws and regulations (Labor law and social insurance related)  

③ Immigration and immigration laws and regulations) ③ System to support foreign human resources (For example, support in a language that  foreigners can understand) 

④ Plans to support foreigners are appropriate (housing of housing and handling complaints, etc.)

■Obligations of the host organization

① Foreign Enforcement of employment contracts with human resources (payment of compensation appropriately)

  ・ Information on hospitals where foreigners can receive medical care 

  ・ Knowledge necessary for disaster prevention and crime prevention, knowledge necessary for emergency response such as sudden illness

   ・ Information on legal protection of foreigners in case of violation of labor law or immigration law

⑥Appropriate responses to foreigners' consultations and complaints
